They're the ones calling the shots in the end. Her own music videos are where she can experiment with visuals. Also, directors and photographers are busy, they aren't always available, they need to work around both theirs and Gaga's schedules ; a collaboration doesn't happen in the blink of an eye. Also, Gaga has tried to work with Akerlund again - they have met several times in 2012, presumably to plan the Telephone continuation. The Do what you want video was planned to be released but it was cancelled so she made a long video (GUY) with 3 songs on it to compensate.
