The list isn't based on opinion, its based on numbers. I've also taken it upon myself to include the year the artists had their first song enter the Billboard Hot 100, followed by how many top 10's and #1's they each have. Features are included in these numbers, however I'm not entirely sure Billboard included features (they usually do though) to create the list. Artists that debuted from 1990 and on are in BOLD.
