It still has to pass the house, and it could be veto'd by Obama, but hopefully it will die in the house. If you haven't already and you live in the US, and you value your privacy, get a paid VPN. I use PIA, about $30 a year, or $2-3 a month. But cheaper are out there, and most will do.
