Edit: Even though sometimes she sounds really good. But there are just those times. Generally her voice is very weak and many times she loses control and sounds weird. It's not that she can't sing, it's just that she can sing in a way anyone could with tons of training and practice. I can't imagine her sitting in front of a piano and pulling a Gaga acoustic song. She'd sound really horrendous.

Actually, it's the other way around. Katy has way more decent-amazing vocal live performances than she has bad ones. The ones that I linked are just a few examples. Her voice, in fact, is very powerful. It's just that she hasn't trained it or just doesn't care about her live technique a lot of times. She's already pulled of acoustic songs with just a guitar and she sounded incredible. There was also a CBS Morning interview in 2010 where she played and sang Not Like the Movies on a piano and she sounded fabulous there as well.
