The way I see it, Islamic extemist leaders are trying to use messed up, alienated, fanatical minds as weapons. They are trying to incite such people at act and die. Messed up does not mean insane or mentally ill or excusable

I'm not aware of white supremacists leaders trying to incite suicide attacks, or calling for their followers to run over blacks or Muslims with their cars. Even Brevik and Roof, the two noteworthy racist mass killers, were't following the plan of some white Bin Laden figure.

Both Breivik and Roof had many different figures who insipred them. You don't need to have only one. They had clear political agenda.

You are not aware of KKK, various "white America" groups, neo nazi groups all over the world?? They all have own leaders, just because they're subtle and not in the news, it doesn't mean they don't incite violence.

There is no one single logical explanation why Roof is not charged with terrorism.
