She's probably just not following current events atm. I don't like to follow current events myself so I only know what's vaguely going on. She's probably the same way because she's involved with her album and her farm and her jazz era rn so if she knows what's going on at all, she probably doesn't know details and if that's the case, posting something could be ignorant. 

I also feel like you come off as thinking that Gaga NEEDS to be an activist because it's the right thing to do but this just isn't in her field. It's like when a rich person talks about poor problems. She'll say something about gay/trans issues but if she doesn't talk about this in particular, she's not a bad person. 
 

She seems really happy right now and a lot of things seem to be going her way. She's staying busy with her personal life. She does what she can to promote peace but expecting her to comment on everything is unreasonable. She's a popstar first, is now married and happy, so her activist lifestyle is lower on her priority list

Because maybe she thinks: "This is not the situation to draw all attention to me, I am not part of the oppressed community, I'm going to let THEIR activists speak for them, while I tweet them support."

She has hardly ever exploited Black American culture, so it's not like people expect her to say something, unlike other artists like K*ty Perry, Miley Cyrus or Igloo Australia.

I think she doesn't want to get involved with the politics of it all. It has to be that because literally ten minutes before she was to be on stage in Houston she sent out a tweet on Bruce Jenner. That was heavy on her heart even though she was about to be on stage so she says something when it is personal to her.
