It Is clear that Gaga mostly had the melodies in her head before she actually had the lyrics down, which is what she was trying to convey here. This is comparable to sketching out a painting before actually applying the paint. She is not drunk (well maybe, you never know when inspiration can strike) I can't believe how dense people can be.
