I think the reason Gaga was bigger than Katy in The Fame Monster and Born This Way era (sort of) is because she had both the GP and this amazing fanbase. Now that Cheek to Cheek and the Oscar performance are changing people's minds, if promotion doesn't mess up next time, she'll slay again I believe. But I can only hope.
