I don't think those procedures currently have the best success rate, but I'm not sure a penis transplant would work better, without the internal connections to join the new material to... When you stroke the foreskin over the glans, it produce a lot of pleasure. If there's no foreskin, it's irritating when your fingers touch the glans, and you can only do short stroke on the shaft. With a foreskin, you can do long stroke up and down the shaft including going over the glans, which produce tremendous amount of pleasure. Women too like to rub their clitoris indirectly from their clitoral hood (which is a female foreskin), since rubbing the clitoris directly is irritating. Circumcision was once advocate to help stop boy's fapping because it reduce pleasure. Also, it takes only 20 seconds to clean underneath your foreskin in the shower with soap and water like what girls do to their vagina so why recommend a scalpel precedure for guys.
