I think it's because she actually is a fan of Gaga, and she most likely doesn't even know she's doing it. I think she is to Gaga what Gaga is to Madonna. Unfortunately for Katy, she is being inspired by somebody who is current, which makes her look bad. I don't think you can count each specific thing that seems like its Gaga-inspired. I think it's subconscious and is just built into her personality at this point, kind of like Gaga and Bowie/Gaga and Madonna. EDIT: Things like green hair aren't inspirations in my opinion. I've never heard Katy saying "I'm inspired by Gaga's work", or "I like to explore pop culture, and Lady Gaga is one of my references". So I can't agree with you.
