They use the MPEG-2 codec, which is less efficient than H.264 (the most popular Internet codec), so they have to use a higher bitrate to achieve the same quality; but also, since the TV station has 19.2 Mbps to work with at all times (for all their subchannels), and since more bits = better PQ, they don't have much motivation to reduce the size.
