There is but it was decided to go for it on a state by state basis in fear of the union splitting again.

Whatever ruling the Supreme Court makes, which will more then likely be in favor of same s-x marriage, will result in a nationwide sweeping effect. That ruling will deem any state ban unconstitutional. It's just stupid that it has taken this long in the first place.

 

There wasn't fear of the Union splitting, the Supreme Court just wanted to avoid negative sentiments to them by all the conservative states. Primarily the South, the "Bible Belt." Which is where I live and if the ruling by the U.S. Court of Appeals for the Sixth Circuit would have been in favor of same s-x marriage, then marriage would be legal in Tennessee and all the Republicans down here would be up in arms.
