It's katy perry so obviously she didn't actually write the songs.  There's a difference between actually writing a song, and getting credit for it.  Katy probably had some sort of input in the songs, but keep in mind all these songs have other professional songwriters on it who obviously had a bigger involvement in the creation of the songs.
