Proportionally speaking, thats equivalent to the United States running a surplus of over $2 trillion!!! Most of the surplus as usual will be put away in Norways massive wealth fund surpassing $800 Billion in value for a population of only 5 million people Norway plans to use dividends from the fund in the future to pay for restructuring once oil production and revenue begin to decline! So much research (which profits the whole world) can be done with that money. Or they could build new universities and revamp their education system to become the best in the world.
