When it was done through the air or the sea, it is harder to see if there are innocent people around. How exactly do "innocent people" look? Women and children and men dressed in civilian attire? It is sad but the intention behind the Israeli Government is not towards killing Palestinians. They are attacking Gaza in order to destroy the Hamas- a confirmed terror organization. They usually tell them days before so they would leave their houses but they still call in order to check and when they call, they usually say that they are going to attack the house in 3 more minutes.
