He's talking about blurred lines, aka mixed messages which is a completely valid thing that really happens and is not rape. I think the point is that Blurred Lines was generally ignored by them, while DWUW isn't because... I don't know, double standards? Sexism? Their general low opinion of Gaga? She has smoked joints on stage. She murdered an entire diner via poison in Telephone. She murdered her boyfriend in Paparazzi.
