DNS changes around the world take less time for some, but longer for others. When changing my domain on my site, I learned this. Also it depends on your ISP. Usually 24 hours or less, though. For most sites you would be correct. Gaga's though is on a CDN, which means the site and its DNS are distributed across different servers around the globe. The domain expired two days ago - by all rights it should be down for everybody. But the CDN is keeping it alive for many people, depending on whether you are accessing it across a backbone that is covered by the CDN's peering arrangements.
