Does this mean the 2,000 Gaga signed are not included in HDD?

highly doubt they arent. the action was done to secure the #1, of course theyd make sure it counts.

I'd worry more about losing #1 if it was 731k vs 729k, and the difference was a tiny fraction of the total.

 

Chesney has 7 #1 albums since 2000. Barbra has a #1 in 6 straight decades. Beating them is an achievement.

Because Billboard and HDD use different stores.. the difference lies in the small stores.

Is the list of stores Billboard uses published and consistent?  Otherwise, Billboard could choose different stores each week to elevate the artists they want to help, or to hurt an artist unpopular with the public right now.

That doesn't happen. Soundscan has a number of retailers that report to them. If a retailer that usually doesn't report to them ends up reporting that week, Billboard will note it. Generally, the same retailers report each week to Soundscan. There's no pick and choose.

How often has HDD #1 not been the #1 on BB?

They're always right with the positions in recent years, as far as I'm aware of. However, the 1.6k difference between the #1 and #2 is very rare. I couldn't remember the last time this has happened. A couple of small retailers which are counted by SoundScan, but not by HDD, could easily change the positions. As mentioned countless times ever since the HDD's numbers were slowly revealed, let's just hope for the best. A 3rd consecutive #1 on the BB 200 would be AMAZING. Great promo too!
