It was set to be the OFFICIAL 2nd single but it was underperforming so bad and had no hype they scrapped the idea. Whenever a single is flopping they call it a "promo single," EVERYONE does it. It's the best song on ARTPOP in terms of being radio-friendly enough with insanely catchy hooks and a released MV. Short answer - Gaga has lost a massive chunk of her selling power. Call me biased, but Applause is infinitely a better song than Roar but because one was from an artist on an upswing and one was from an artist who had a poorer era and hadn't released in two years Applause suffered. When she saw how well DWUW did as a promo single, it was then switched with Venus as the official second single.
