She did definitely wear it a lot that year, that could have contributed to it for sure.  The first explanation I had thought of was Amy's death, like others have said.  It'd be interesting to look closer into 2011 and see when in that year it started getting popular.

Did a movie or something come out that year that featured winged eyeliner??  And why has it risen so quickly since then???  What happened in 2009 to save it from the flatline??  What happened to cause that mini-peak??  I've never been this curious about eyeliner before

I'd say it was Amy Winehouse.

My first girlfriend used to wear her eyeliner like this and we were both 15 at the time.. I'm now 24. So I'm gonna say no :p

Wanted to answer "Amy", but I see everyone already did it... :P

Also, Amy died in 2011.

It definitely revivified people's interest in her. Artists tend to be truly appreciated as soon as they die. Also, remember Jean Paul Gaultier's Spring 2012 Couture fashion show, that profusely paid homage to the "Amy look" :)

I wouldn't be surprised. During the Born This Way era I always saw girls recreating the eye makeup. Real girls - not ones on the internet. It was a pretty decent amount too, once the era died down though they all kept using the top half because they liked the look and then it further spread in that way. She definitely isn't the sole conscious reason - but I do believe she had something to do with it.

I'd agree with everyone else and say Amy.
