there is a difference. just because there are similarities doesn't mean there are no differences. bullies might've been victims past tense, but using that to fuel present bullying separates the experience of both greatly. it's hurting someone because you are hurting because you were once hurt vs someone being hurt for no apparent reason.

there might be similarities, but to say there are no differences is to belittle the experience of the victim and in some cases just plain making excuses for awful behaviour.

The quote's meaning is that the bullies were, at a point of their life, also bullied, so they want others to feel the same pain they felt, and that's why they bully.  Bullies were victims themselves at some point.

I think the quote only stands for the actions people can take against the bullies, saying victims and bullies are both human beings. She was not talking about the things they do.

This. And I agree. Bullying isn't a sign of confidence- it's a sign of insecurity. And bullies prey on the other insecure people to make them feel better about themselves. So what can we do to help the bullies feel appreciated so they don't feel the need to put other people down? How can we give them love so they will in turn want to spread happiness themselves?

 

That's what Gaga was going for with that quote. In bullying, everyone involved is a victim in some way.

ok i know i said i didnt agree.

 

but i can see what she means with the quote. the people who are bullying are most likely in a bad place themselves, and needs help, just like the people who are being bullyed.

She's talking about how bullies are insecure themselves, so they try to project their own insecurities on to others. 

 

Kind of like how most homophobes are homos-xual themselves.
