Personally, it's in my top three favorites ever since it came out. The looping of the song in the video is exactly what makes it an iconic masterpiece. Alejandro was a smash hit, so yeah. It's expected. Judas was a big hit too in those countries and has lots of streams too (as many as Telephone!)
