It is ridiculous to change everything that is planned and the radio gets very confused and messy now

If I understand correctly, it would be the same for Venus.  Songs that have sales from pre-ordered albums are not allowed to chart in the U.K.

Wait but WHY exactly is it not allowed to chart in the UK?

Because it's an automatic download that comes along with the album pre-order. Apparently these kind of songs are only chart eligible in the UK if certain criteria (no idea what they might be) are met before the song is released. However, because DWUW was rushed in as the new second single, that type of thing hadn't been taken care of before the mid-week chart was revealed.

At least that's what seems to be the case from everything I've read

Read section 7.1 in the link below (official chart rules)

It basically means that only one single can be released from an album pre-order and appear on the official  UK singles chart. Any further singles released from an album pre-order (such as DWUW) will not be eligible to chart. So for DWUW to chart, interscope would have to release the single completely separately from the ARTPOP preorder.

Well honestly, we have no way of knowing if Venus would have had the same problem.

If certain criteria are adhered to and there is a request put in for them to be counted, they can be...

They'll have made preparations with Venus in the UK, since they "knew" it would be the second single... But they didn't with DWUW, so it's too late.

So it would have done the same thing for Venus as well.

How did Interscope not know this would happen? They ARE the music industry don't they know the rules? My guess is they knew this would happen but things were looking so good that it would still be worth it to release it as an official single. Not freaking out just yet. Let's wait you gals.

If they stick with DWUW as the second single I'm hoping Interscope are run off their feet trying to sort this out and make it eligible in time for the Sunday chart and if that's not possible, at least for the week after so the X Factor promo is effective.
