I think Jessie J has gone down the path of Dr Luke 'generic' sound for the sake or more singles success, but that does not make for album sales. It just doesn't make sense and it is so unlike Gaga. Hopefully they're just saving all the big guns for single 2 to serve simultaneously as album promo and just wanted Applause as a kind of 'buzz single' for international markets... Singles that are big in America have mostly come and gone (Applause, Lana) or haven''t been released yet (Royals, WreckB, Berzerk). UK artists like Jessie J out of top 10. Big album sellers like Arctic Monkeys and Kings of Leon have no single impact. Just a bunch of 2nd tier US artists like One Republic, J Derulo, and Demi Lovato.
