It's peak was pretty obvious to come from after the VMAs or the video. It may of under performed but it hasn't 'flopped' - I wouldn't define a top 10 hit that has been a huge success amongst the fans a flop. Charts aren't everything. Yes ok, I admit, it would have been great for Gaga to get that No.1. But regardless of that, the music is still the same, as long as she is pleasing the fans and she is happy with the music she is creating, that is all that should matter in my opinion.
