He may stop releasing albums and the like, but the spotlight wouldn't be easy to simply let go. Would he still keep his word two years from now? Doubt it. Some way or another, those people who depend on the money-making machine known as Bieber Inc. would either convince him to "get out" of retirement or force him at all costs.
