They base it off of area and time. For example, Blurred Lines being played one time at 4:00PM in Los Angeles will be heard by a lot more people than being played one time at 3:30AM in Fargo. It probably is the amount of people that hear the song every week. ย Yes, so 179 Million Americans heard the song from Wednesday through Tuesday.
