Maybe it's also an opportunity to re-release it on vinyl and CD, as the album is hard to get right now. The follow-up EP Beautiful Eyes has never been released on vinyl (although there are bootleg pressings) and the CD/DVD of this is also a rare item. 

Also there are several bootlegs of outtakes and demos from the time around the release of her debut album or from the time she was looking for a label. 

And if it's rerecorded anyways, why shouldn't the recordings not be used? A lot of fans are asking for it

sorry for the long explanation but as a swiftie I had to jump in:

Before she bought her music back, I'm pretty sure she'd already recorded most of Debut TV and was maybe planning to release it. The 20th anniversary is already coming up, so I'm sure she thought it would make sense to release Debut TV as the 20th anniversary present.

However you may be thinking why'd she not release Rep Tv too?

She doesn't feel comfortable recording that again im pretty sure, since its all about Joe Alwyn who shes no longer with.
