I feel like Ariana has more widespread GP appeal, she's probably on a lot of generic For You pages when  you first create a tiktok account and have no history. Whereas you're only served Gaga once you've gone down a certain rabbit hole

It's less that Gaga isn't shown on more curated algorithms, she absolutely gets on there through her legacy hits and big adult contemporary tracks. 
It's more that Ari has generally released music more in line with where general taste is. She's trended towards rnb-based pop when rnb & trap were the dominant sound and has moved towards soft/lo-fi synth pop when that's been enjoying a bit of chart dominance. 
Meanwhile, Gaga dropped a industrial-dance pop/disco pop album recently when pop-minimalism is in and prior to that released a 90s house album as the pop world shifted into disco instead. 

Ari is just a better trend rider, Gaga tends to just do what she wants to do.

Ari just has wider appeal, I also think the recent controversy is going to draw in more people that give it a listen. It's better to have a stable niche like Gaga has (although her reach is huge for being niche) than to have a career filled with controversy and negative attention.

Gaga still did much more than Miley, Madonna, Addison Rae, Bruno Mars, Demi Lovato, Raye, etc. 

if you compare her with titans like Taylor, Billie or Ariana sure you’ll think it’s much less, but she’s still outpacing several veteran AND Gen Z artists. Gaga is well within 50-60M reach for her next album if she goes all out like she did for Mayhem (which did 45.3M) 

No, Chromatica actually debuted a bit higher than Mayhem. But Mayhem has outpaced (even without Die With A Smile) Chromatica in the long run.
