See I thought it made way more sense for Kamala to run and build a unique brand from scratch as that is what has repeatedly cost her when running for President. Where as Padilla, is a on the up senator doing well for himself and building brand ID and relatively broad popularity despite being a moderate. It would have realistically been a demotion for him to run for Govenor & if he lost it would have put him at risk in the run up to his next senate election in 2028.
