It was an announcement made back in late 2018. Radio execs said that Shallow wasn't radio friendly enough for the music sphere at the time (Mainly rap and trap focused), so they mostly refused to play it. It wasn't until she won the Oscar that things started shifting for the better and they had to. This is why I like Shallow, because it was a hit mostly off of talent, and not clout.
