This follow is obviously there years ago, even before that 2016 tweet some people pointed out, trump and his family went to see Gaga to the monster ball and had her in his good graces before he became a political figure at all, she might've also followed her then. Gaga's followed list on twitter is in no way selective or optics reflective, look at the amount of followers she has, back in the day she used to mass follow accounts of fans and she just followed people left and right that had slightly interacted with her, she's one of the major celebrities with the biggest followed account amount that exists there. Her following Melania, regardless of when she did, appearing to be recent....is bad and the BeyHive and Swifties are very ****ing jealous fanbases and will use this to ruin her image.
