Unless they were causing trouble at his golf course, Scottish critizens should be none of his concern. And even if they were a problem, how could he legally abduct them? The tanker was intercepted by U.S. authorities and the U.S. alleges it was breaching sanctions by carrying oil for Venezuela, Russia and Iran, which is utter nonsense, of course. Trump let everyone on the tanker go except for the captain and first officer despite a Scottish court ordering that the captain and first officer not be removed from Scottish jurisdiction. Nonetheless taken off the ship and left UK waters aboard a U.S. Coast Guard ship, bound for the United States.
