Honestly, this doesn't hurt Iran. 
It's a tariff, that means that the US customer pays the 25% tariff (on top of any existing tariffs) rather than the countries targeted. 

Its the dumbest thing they've announced yet on Iran.

Oh I know but I think the *idea is to try hurting Iran but isolating it from trading partners by threatening the tariff. They’re just dumb and it hurts us citizens more than anything, yeah. I just think the admin is so bullish they don’t really care about the nuance if there’s a *chance it deters trade with Iran

Honestly, the only country it really effects is China. 
And China's global strength on exports will absorb a 25% tariff. 
The rest of Iran's main trading partners are either already sanctioned by the US (Russia) or have relatively small trading relationships with the US. As Iran's trading partners are primarily other middle and central eastern states.
