I saw footage somewhere of some guy breaking the cordon and rushing at Gaga. He wasn't dangerous as it turned out, but Peter and some other guy basically lifted him off his feet and placed him on the ground before he got to her, didn't hurt the guy.

"Prankster" aka an asshole/criminal who says it's a joke in an attempt to avoid backlash and seem soo dorky teehee. Something about the guy's demeanor really screams mentally unwell, like he may actually harm someone someday.

Also the truth is that many security people don't expect someone to actually jump out and charge at full speed. They think they just tell fans to back off, accompany celebrities and keep some general order. They're not ready for some sick guy to defy them and being actively dangerous.

I feel like you must be new to the internet, because anyone who's been around it long enough knows there's plenty of sociopathic trolls who have set out to make a career out of doing this. 

Its ragebaiting. The risks are low as its predominantly dealt with via fines and the online revenue generated through clicks and views is more than enough to cover the fine.

He does it for clout and attention online. It's a tricky situation, because he doesn't actually inflict harm on anyone, but he does cause a nuisance. Jail time is whatever, I think in this case financial fines would be more efficient punishment for him.
