Trump is the only thing holding the GOP congressional bloc together as they all fear his ability to turn the base on them in midterms. Vance poses zero threat to them. He'd have no ability if he were President to keep them in line. The Senate Republicans are less volatile - although the likes of Susan Collins, Lisa Murkowski and Rand Paul would be harder to keep onside for crunch votes.
