If the leaked legal documents prove anything its that there's 2 huge things preventing this from happening. Firstly, Gaga's contracts (if I'm not mistaken, please correct me if I'm wrong) explicitly state that she cannot release or rework older material and call it "new". Secondly, everything prior to Joanne is tied to her older management and is essentially in a state of limbo(?) so she can't really do anything with the unreleased content even if she wanted to. Hope that these things have changed since, but I doubt it.
