I believe it is by design, some songs may be harder to sing for Gaga while moving, like Perfect Celebrity. I noticed it too when performing it acoustically on The Howard Stern Show. To me it shows she truly uses her instrument well, does not oversing and has very good vocal technique and ongoing vocal coaching to persevere and develop her voice.
