To add more context, she talked a few times how she kept in mind the concept of "a series of gothic dreams" during the recording sessions, and this man (to be more precise, the portrait - representation of him) has appeared in many dreams, like a recurrent figure, specifically on psychiatric patients. There's even a website explaining the topic and many media has covered it:

I am not even joking. Given the "gothic dreams" concept, the vibes going towards the same direction between the two pictures and the fact that Gaga started to work her way to stardom around the same time "that man" started being a case on academic studies, do you think she could've literally take inspiration from it?
