You don't have to have new music out to attend. Any artist can attend the Grammys, regardless of if they're nominated or have new music out. All that must happen is they have to be invited by the Recording Academy, a record label, or someone else who has an invite. The Recording Academy typically invites any and all big name artists, regardless of what they're currently doing, because they like when famous people attend their show.
