It seems like Billboard doesn’t even fully know how it works. Either way, good for Debra. If it does still count, Debra’s upcoming weeks on radio (though declining) will still count. If the points no longer count, Debra spending it’s entire 20-week chart-run in the top half except one week will benefit, as not many songs do that, even with higher peaks. The most recent “source” I’ve seen said it DOES count, because the year-end chart is based on the entire year’s performance. That’s what makes more sense to me, but idk how reliable anything is, and like I said, I’ve seen conflicting information. Maybe they're working behind the scenes, preparing something to be released soon and waiting for the right moment according to their plans. Maybe they're waiting for the tour to start, since Gaga's catalog was boosted by the shows in the first half of the year. The video below says that the year-end chart takes all of the combined performance for all of the songs, artists and albums on a particular chart throughout that chart and add them all together. It will probably do better than most of the songs that lasted 20 weeks or less. It’s common for a song that peaked at #13 to not even do a full 20-week chart run. Yeah the cumulative performance over that period was great, let’s hope it can secure a good spot! It also depends on the performance of other songs, so it’s hard to say. But please note that I’m not sure of my answer! I couldn't find any more enlightening source on the subject.
