No they aren't.  They're giving Beyonce deserved recognition and including a perspective beyond just "most chart and money success."

The USA is not the world, but nobody in "the world" has bigger numbers than Taylor.

You should take a look at Japan, there's artists there who have sold 50-80 million physical copies. So yeah, luckily USA is not the world in any sense

It's actually a lengthy article about Beyonce's legacy, and the paragraph in the OP is close to the end of it. The very next paragraph even praises Beyonce by stating that she is the only artist who "has spent the entirety of the last 25 years exemplifying greatness in every form imaginable", and that's why she surpassed Taylor in their ranking.

It's not an entire article about Taylor lol

No Billboard, if you go by sheer numbers, Rihanna would’ve been #1.  But I get what they mean. I understand Beyoncé is the biggest popstar after Madonna but Taylor’s massive success is something that deserves recognition.
