Because failing to act simply because it's an ally puts them in the position of being less able to take action against non-allies via this. The likely outcome is that Israel supporting ICJ members won't allow Netanyahu to visit thus having to arrest him or undermine their support for the ICJ. Not that Netayanhu has been travelling much anyway. The US isn't signed up to the ICJ (because they are war criminals lol) so it won't effect US-Israeli relationships in the slightest. He never held a US citizenship, he lived there and went to school and university there under the working visa that his father had, but he never received the green card, I believe they never asked for one, so this information is really false. Trust me, if he had one, it would have solved all his legal problems in Israel and he would have just run away on a plane to the US and never look back. I know this, from crimes committed by an official in our country and an act of violence done by military from another country done to our people and the ICC was taking our side and talking this that and the other but guess what, nothing was done about it. The ICJ itself does not have police everywhere, of course, but rather it is a long-distance cooperation. And it is not true that Putin was not affected. Putin could not travel to Brazil or South Africa because these countries did not issue an exemption for Putin. The West has pressured these countries to arrest Putin and is putting pressure on the ICJ countries. But flight paths are agreed in advance - and its likely they'll unofficially close them off and tell the Israelis to take alternative routes to avoid any possible scenario where he crosses their jurisdiction.
