Each artist has three chances to submit into this category, regardless of how many albums they have put out, and as long as they have never been nominated before. At first, Chappel seemed like the obvious winner, she is the true definition of Best New Artist. However, this is Sabrina's year. With Chappells late PR nightmares I can see many people being turned off by her. At the same time, Sabrino is not known and maybe that will also turn off the voters.
