I think WB's going to wait until the movie releases to see the response before they actively campaign for her. If it gets a mostly positive reception, they might be confident to campaign for a lead role, but if not, they might go supporting.

Regardless, the consensus is that Gaga's performance is stellar. Even among critics who didn't care for the film, they all praised Gaga's work.

Considering a number of reviews felt she was underutilized, Supporting seems the natural route to take if she’s looking for hardware. That’s not a comment you really want leveled at a Lead Actress.

I haven't been keeping up with the Oscar race as closely this year, but isn't Supporting Actress also kind of competitive? At least that's what I've heard.

It is mostly, with people expecting a Zoe Saladana sweep , since she won best actress at Cannes as well. Selena might also get in.
