I always thought thats how it happens Primaries are held in each state to win that states delegates. The Biden-Harris ticket won almost every delegate in the party. Because Biden is stepping down, those delegates can't vote for him at the convention, so he's released them to vote for anyone. Many of them, like half, have already committed to voting for Kamala.
