It's the handover part of the closing ceremony. Woodkid did that at Tokyo 2020, Renato Sorriso at London 2012, David Beckham was at Beijing 2008...

It would be a huge backlash if she used this to promote her new single. If the rumour is true, the huge platform will showcase (once again) her as one of the greatest performers and that would be more than enough.
