I don't see them choosing a governor or a senator/representative unless they're super well-known. Only way they’d get Kamala on board is if Joe publicly and enthusiastically supports her ascension to avoid “backstabber” labels. Even then, she’s really unpopular and heavily tied to Joe’s failures.
