Just right before the Chromatica era ends completely I never solved this question since I listened to the album  please post your interpretations  

In between enigma and replay you notice the sounds of cars passing, right? Are they telling a story? 
I imagine they want to represent after the high of enigma, crashing to the ground, laying on the street, feeling miserable and nobody helping, and then trauma replay starts  but I’m not entirely sure

Considering that Replay is about her trauma from being assaulted, I thought the car noises to be what Gaga heard after she was dropped off on that corner, watching her assailant drive away.

Doesn't it more make sense that she's falling off a very high building? The sound of the wind as she's falling down. I think there's also a hint to the backdrop at the Chromatica Ball.

I always thought it was a car too, but then it made sense, she's being high at the edge of a building (Alice) but decides to jump anyways, which could be a nightmare/dream to her (Replay).

The sounds you are describing are during the intro of "Replay", they always sounded like the sound of a vinyl record being played to me, since the song features a sample of a 1979 song it's possible they recorded it off a vinyl to give it some texture.

But what exactly are the voice samples during the beginning of "Love Me Right" saying, if anything?

It's more a chase, like she's running away from herself, similar sounds are very common in old horror film

I wanted replay to follow 911 and the car noise is with her in the ambulance drifting in and out of consciousness and the lyrics to replay is stefani singing to Gaga and vice versa

It might not be anything too deep, a lot of artist now use field recordings in their music for texture and wamrth, which is inspired by people like Brian Eno who made ambient music mainstream. To me it sounds just like the needle on a vinyl right after the record has finished..(Maybe the idea of a record finishing has a meaning)

It is cars as if the microphone recording them is on the ground right next to them driving past, I've made them louder from the stems here

It's the brake sound. I noticed that too and I chose to believe that's the indication of 911 Music Video since she had "Scars" on her mind in it
