I agree with a lot of the answers in here. However, I would say Beyoncé is in a different place than the big 3. Taylor and the Weeknd are still carving out their legacies, whereas Beyoncé has been established as an industry giant for a while now. Artists like her will always be prevalent in pop culture since so much has evolved due to them. So feels out of place to put her in the top 3 of the current pop trifecta. 
To add, I wouldn’t put Gaga in the top 3 either. Because even if she doesn’t end up smashing (I have no idea what these upcoming eras will be like) her legacy, like Beyoncé, is already set in stone.

Pop is a hugely diverse genre and according to google he's a "latin pop artist" anyway.

Not a topic I care to debate as I barely have an opinion on it but if we include him in pop, I'd say he's top 3 material 'cause he's pretty enormous.

If not then that 3rd spot can go to somebody else

I highly disagree  I would actually LOVE for someone to stick out to me the way that Gaga does. If I was a Madonna fan I’d be saying that “none of these ‘new’ girls have talent. Reductive!
